Joe Bagan, CEO and Board Member
Founder and former CEO/Board Chair of Sharklet Technologies, Joe has 12 years in life science companies and development. With prior positions as a partner at Arthur Andersen and Operations Executive for AT&T Broadband, Adelphia, and ClearChannel, as well as a successful track record of starting, building, and developing companies, Joe brings significant scale operations experience and P&L responsibility to STAQ.
Jeff Hval, COO/Chief Pharmacist and Board Member
As a graduate from the University of Colorado School of Pharmacy with 25 years in infusion pharmacy, Jeff understands sterile drug formulation development, compounded sterile drug product manufacturing, pharmacy operations, federal and state drug regulations, controlled substances management, and hospital pharmacy management. He is also the founder of QualMed Pharmacy, the largest hospice infusion pharmacy in Denver.
Mark Spiecker, President and Board Member
Mark brings more than a decade of life sciences and biotech experience in both medical device and pharmaceutical development and manufacturing. As CEO of Sharklet Technologies, Mark was instrumental in growing Sharklet and leading the company’s 2017 sale to Peaceful Union, a Chinese bioscience group. A board member of the Metro Denver Chamber of Commerce, a Trustee for the Denver Museum of Nature and Science, and past Chair of the Colorado BioScience Association, Mark has a history of community engagement and success in Colorado.
Anil Mathai, Vice President – Quality and Regulatory Compliance
With over 22 years in FDA-related industries like pharmaceuticals, Anil provides leadership on strategy, vision, and development of Quality Systems to ensure adherence with customer and regulatory expectations. His passions for ensuring safe product gets to the patient in a timely manner, for mentoring his colleagues to grow daily in their experiences, and for Continuous Improvement (via Lean Six Sigma principles) are what bring him joy on a daily basis. A graduate of Drexel University (BSChE) and Pennsylvania State University (MBA), Anil is passionate about building better trust-based relationships with everyone around him, loves to solve problems, help and encourage people, and increase revenues

Dr. Steve Davis
Chief Operating Officer at Cincinnati Children’s Hospital, Dr. Davis uses his clinical background in pediatric critical care medicine and the hospital’s mission to be a leader in improving child health to inform his work. He completed his undergraduate at Johns Hopkins, received his medical degree from the University of Vermont, did his pediatric residency at Children’s Hospital of Pittsburgh and completed a pediatric critical care medicine fellowship at Johns Hopkins Hospital. Dr. Davis received his Masters of Medical Management at Carnegie Mellon University and serves on the faculty, teaching leadership development.
Chet Kaczor, PharmD
Chief Pharmacy Officer and VP, Operations at Nationwide Children’s Hospital, Chet received his doctor of pharmacy degree from Ohio Northern University and his master of business administration from The Ohio State University. Dr. Kaczor is responsible for the strategic vision, administration, and safe operations of pharmacy, poison control, anesthesia, and radiology services at Nationwide Children’s. He has focused on strategic planning and talent management, pharmacy practice advancement, and implementing innovative business models to achieve best outcomes for all patients.
Donna Lynne
Donna Lynne, DrPH, is Colorado’s 49th Lieutenant Governor and Chief Operating Officer (COO). As COO, she works closely with the Governor and Cabinet to drive better performance, accountability and transparency throughout state government operations. Prior to assuming her roles in Colorado state government, Dr. Lynne served as the executive vice president of Kaiser Foundation Health Plan Inc. and Kaiser Foundation Hospitals, and as group president responsible for its Colorado, Pacific Northwest and Hawaii regions, overseeing an $8 billion budget, 1.4 million members and 16,000 employees.
Jerrod Milton
Jerrod is the VP of Operations and interim chief HR officer at Children’s Hospital Colorado. He has enterprise responsibility for their Professional Services Division, comprised of pharmacy, laboratory, clinical nutrition, and radiology. Jerrod has overseen divisional workforce of 800+ FTEs and combined annual operating budget in excess of $125 million, with gross operating revenues exceeding $700 million and is responsible for leading the development and execution of divisional strategic operating plans in addition to maintaining compliance with regulatory, quality, and service-related standards.
Dan Seff
Dan is an experienced tax professional who provides tax compliance and consulting, accounting, and valuations. His main focus areas include partnership and corporate income tax matters, real estate, S corporations, individual taxation and IRS matters and controversies. He also provides valuations of closely held businesses and professional practices, qualified retirement plans, mergers and acquisitions, business and tax planning and due diligence.
Steven Summer
Steven Summer has more than 40 years in the healthcare industry and currently serves as President of the Healthcare Institute, a nonprofit comprised of 35 of the country’s most progressive, successful, and admired hospitals and health systems. Most recently, he has served as President and CEO of the Colorado Hospital Association (CHA) from 2006 to 2019, was a member of Colorado’s Blue Ribbon Commission on Health Care Reform, and in 2010, received the American College of Healthcare Executives (ACHE) Regent Service Award. Steven is passionate about advancing health care leadership and supporting the successful evolution of health systems.
